CS today met DGM Staff/GM Admn and strongly protested against the delay in case of JTO posting orders and rule 8 transfers. Finally appointment orders for batch 1 and 2 issued today. Batch 3 order is likely to be issued toommorrow.For orders <<batch 1>>...<<batch 2>> SNEA's best wishes for young comrades. .We have told for an urgent action in respect of JTOs rule 8 transfers also.
CS along with DS BGTD met GM Admn and protested against non-consideration of JTO transfers to MS wing instead posted JTO trainees and also non-consideration of transfers onon-recruiting circles.We have also requested for early issue of Posting f orders of Batch 1,2,3 of JTO trainees. GM Admn assured that appointment order will be issued on Monday. We have also persued for the relieving of SDEs from Kolar and GM admn assured that already he has taken action by talking to concerned GM. And the cases of long standing SDEs gone on transfer and promoted as regular DEs case also will be considered during Officiating promotions.We have also requested to expedite the Rule 8 transfers of JTOs......
As per the instructions of CHQ, SNEA is impleading in the 1966 Seniority case of SDEs filed by some SDEs in Hon CAT Bangalore. Comrades of SNEA affected in this case need not pay any donation to anybody as such CHQ is bearing the legal cost at present.

CS, Com Savita CVP and Com Suresh Kumar CT today attended the Branch meeting of the Circle Office branch.CS addressed the gathering regarding the recent issues of CHQ/Circle. Com Mahadev BS CO welcomed and addressed about the bracnh issues.
CS along with Circle Treasurer and DS BGTD met AM(Admn) and discussed about (1) Delay in Posting orders to Batch 1,2 and 3 and mutual change in posting of JTO trainees (2) delay in inter circle and intra circle transfers of JTOs (3) Request transfer of DEs (4) Officiating orders of JTO to SDE, SDE to DE and DE to DGM (4) relieving of SDE on request transfer from Kolar. Posting order in r/a JTO trainees will be issue shortly. The JTO inter transfer orders kept under abeyance along with some additional (30) cases is finalised and likely to issued shortly. We ahve appealed for an early action in r/o rule 8 transfer also. GM admin assured positive action in other issues also....
Respected Shri P Raghavan CGMT Karnataka had invited the Joint Forum Leaders and held meeting in the Conference Hall of CGMT Office on 13-8-2009 at 1100 hours. Com M H Gombi AGS, Com Nagavi CS SNEA KTK, Com Gundanna CS BSNLEU (Convenor JT Forum), Com Andeli CS AIBSNLEA and Com Anandkrishnaiah and others have represnented the Jt forum. Shri Ghosh PGM BGTD, Shri Chandramouli GM Admn, Shri Chandrashekar GM Mktg, Shri Arunkumar GM DEV MS, Shri Mani GM MS Opns, Shri Janardhana Rao GM, Shri Tiwari GM, Shri Mahalingam CE Civil Shri Prakash Rao DGM staff and other officers have also attended. Respected CGM had explained the present position with respect to the development and marketing of the circle and expressed his concern for the present speed of growth.The implementations of project Udhan, Vijay, Kuber, Dosti etc were also explained by respected CGM. He appealed for the cooperation and active participation of each and every executive and staff of the company.The joint forum has extended its full co-operation in the implementation of 100days programme. Shri Ghosh PGM in his requested for the co-operation of the unions/associations in the action of better maintenance of BB services.
CS SNEA had expressed his concern about the quality of service both in land line and mobile sector.The importance of giving quality service to the existing land line subscribers to retain them is equally important in addition to provisioning NTC but the limitations like non availibility of cable/jointing materials to attend damages/restore joints, non action in the field by certain SSA heads in respect of repair of FWT/Chargers ( in case of AMC venders non-response)which is leading for disconnections in CDMA, non-availibility of type 1 BB modems were brought to the notice of CGMT by CS. The delay in getting approval for even petty items by mobile operation wing for months together , the struggle of our SDE/JTOs moving to each BTS to start the E/A with one battery, poor response of AMC personnel particularly Nortel areas are the hurdles in many SSAs for giving better service in GSM were highlighted in the fond hope of improvement so that customers are attracted by our better services. As the BB connections have been increasing the pressure is mounting on Outdoor JTOs/SDEs for the technical support to attend sub-end faults, unavoidable delay due to overload is one of the causes of disconnections in BB were also highlighted.
AGS SNEA quoting the example of subscribers affection towards BSNL appealed the management for immediate remedial actions and prompt execution by the SSA heads. He explained the main focuss of our discussion in Shillong CWC about bringing BSNL to healthy growth and expressed the commitment of SNEA members for the challenges and requested for the support of the management to provide required infrastructure.
CS AIBSNLEA also expressed similar views and appealed immeidate remedial action on above issues.
Joint forum convenor while endorsing our views expressed his apprehensions about the negetive effects of the outsourcing tenders and thanked the management for holding this meeting

The informal meeting with Shri Raghavan CGMT Karnataka is held on 11-8-2009 at 1100 hours. SNEA was represented by Com V Mukundan CP, Com S B Nagavi CS Com Suresh Kumar CT, Com Savitha VP, Com Ravishankar ACS (Civil/Electrical wing) Com Pandurang Naik ACS and Com Hiremugadur DS BGTD. From management side Shri Chandramouli GM Admin, Shri Mani GM Mobile Service, Shri Mahalingam CE Civil, Shri Prakash Rao DGM Staff and Shri Sanmugam DGM Finance attended the meeting.The agenda was discussed in detail.
(1) It is stated by admn that the EPF statements have been issued in all SSAs except Gulbarga, Kolar and partly in Raichur. And Admn will take further action in the matter to ensure corrected statements wherever mistakes are reported in the balance sheets.
(2) As the time bound promotion issue of JTO Civil is under the agenda point of the committee constituted in corporate office and outcome is expected shortly suitable action will be taken on receipt of the clarification from the corporate aoffice.
(3) & (4) The request transfers under rule 8 are under the consideration of the management and action will be taken to process the cases as laready discussed with SNEA in our previous meetings. The intra circle transfers under abeyance now will be reviewed and action will taken to issue the orders shortly. The request transfers in the cadre of DEs also will be considered.
(5) CGM assured to look into all pending relieving cases in case of long standing transfers and also relieving of Kolar cases.
(6) Option is called for in r/o faculty to RTTC Mysore.
(7) As the long standing transferred executives are being brought back from all places after completion of 2 years of service declaring additional SSAs as tanure places is felt not necessay at this juncture.
(8) The exact position of the CO guidlines and the order issued by CGMT karnataka were brought to the notice of CGMT and issue will be reviewed by the admn.
(9) It is decided to discuss the issues seperately with GM MS regarding GSM Cases. Now Bangalore GSM is controlled by PGM Bangalore. CGMT also fixed the joint forum meeting on 13-8-2009 where these issues can be focussed again.
The other issues like JTO trainees PVR cases, interchange of JTO trainees before posting on mutual concent were also discussed.

Posting orders issued in r/o JTOs trainees even in case of partial receipt of PVRs. District Secretaries may please ensure that the "field training completion certificate" is immediately sent to CO on the next day of completion of field training so that the posting orders are processed even faster.....Our association has brought the issue of PVR to the notice of CGMT KTK particularly the hardships encountered by the trainees for no fault of them. Our appeal finally yeilded positive result. However the trainees are advised to ensure that the balance PVRs are also ensured to reach Circle Office at the earlest since these orders are provisional.... The focuss of the meeting was mainly to achieve targets of 100days programme and the field problems in r/o achieving quality of service and developmental activities.

CS today met DGM Staff and explained the hardship faced by the JTO trainees due to the administrative delays in calling for the PVRs and this was already brought to the notice of CGMT KTK in our meeting held on 31-7-2009. It is reported by DGM that certain relaxation is being given and posting orders issued accordingly.
